Executive Secretary: Orange-Senqu River Commission

Applications are invited from suitably qualified citizens of Botswana, Lesotho, Namibia and South Africa, for the position of Executive Secretary: Orange Senqu River Commission (ORASECOM).

 

The Orange-Senqu River Commission (ORASECOM) was established in November 2000 following the signing of the agreement between the four state Parties, namely Botswana, Lesotho, Namibia, and South Africa. The Commission advises the state Parties on the development, utilization, and conservation of the water resources of the Orange-Senqu River Basin and comprises of the Forum of the Parties (Ministers responsible for Water), Council, and Task Teams (Expert groups made up of Officials in their respective areas of responsibility at national level). The Permanent Secretariat is hosted by the Republic of South Africa and the Offices are located in Centurion.

 

As the Head of the Secretariat, and the Chief Accounting Officer for ORASECOM, the Executive Secretary is expected to guide and direct the activities of the Secretariat and support the Commission in strategy formulation and delivery, programme management, mobilisation of funding and financial management, organisational systems, human resources management and external liaison.

 

You will be educated to the Master’s degree level in a relevant discipline that could include water engineering, natural sciences, economics, social science, or business management and be well rounded with at least 12 years work experience in programme and/or organisational management. You will be able to articulate your understanding of the hydro-political and economic dynamics of the four state Parties relating to the water resources management and transboundary water cooperation. Specific skills for the position include, among other things, the ability to cooperate with state Party representatives, coordinate large joint initiatives among state Parties, engage and establish durable relationships with donor agencies and stakeholders, actively deploy water diplomacy, and possess excellent writing and communication/presentation skills, as well as leading strategy formulation and ability to motivate innovation in management approaches.
