The Orange-Senqu River Commission (ORASECOM) (the Recipient) has received financing grant from its State Parties towards the cost of the Preparation of the Lesotho-Botswana Water Transfer Project (L-BWT) and intends to apply part of the agreed amount to payments under the contracts for management staff positions of the Project Management Office (PMO) of the L-BWT. The PMO will be based in Maseru, Lesotho.


ORASECOM is looking for a suitable candidate for the following Three Positions: -





Ensure a timely, efficient and effective implementation of the Lesotho-Botswana Water Transfer Project (L-BWT) Project’s Studies and other related activities through: - provision of project coordination & support services to the Project Implementation Unit (PIU) which is based at the ORASECOM Secretariat, in Centurion, South Africa; being fully responsible for the day-to-day management of the activities of the PMO; overseeing the work of the PMO staff i.e. the Communications and Knowledge Management Specialist, the Finance and Administration Officer and a Driver; Preparing work plans and budgets in liaison with the Project Implementation Unit (PIU) and monitoring budget utilization; supporting the Project’s Studies and other related activities; overseeing, with the support of the Communications and Knowledge Management Specialist (CKMS), identification and delivery of the project communication & promotion needs, as well as development and implementation of relevant action plans and guidelines; and supporting and contributing to the preparation of the project’s quarterly and annual reports, including updating of the project monitoring framework. The successful candidate will report to the Project Manager, at the PIU.



(i) At least a bachelor’s degree in Civil Engineering or any Other Relevant Field; (ii) At least 10 years’ experience related to transboundary river basin planning and feasibility studies, including multipurpose water resources project preparation for large transboundary water abstraction infrastructure projects with components of large dam and water conveyancing; (iii) At least 5 years of professional experience in leadership and management of multidisciplinary teams in large transboundary water abstraction infrastructure feasibility projects; (iv) Strong facilitation skills, consensus building, and a proven track-record in stakeholder coordination; (v) Working as part of a multi-disciplinary team;

(vi) Effective communication in the English language including proven track record in recording of meeting records, demonstrable passion in water resources management and development, as well as excellent and proven networking abilities; (vii) Ability to contribute to mobilisation of funding for large transboundary river basin planning and feasibility studies, as well as related initiatives; (viii) Experience in technical and funding proposal/programme formulation and development; (ix) Demonstrated experience working with projects funded by development agencies and Government agencies; and (x) Familiarity with water, climate change resilience and modelling in the Orange-Senqu River Basin and the SADC Region.





Ensure an effective and efficient financial management and administrative service for the Lesotho-Botswana Water Transfer Project (L-BWT), through:- (i) provision of project accounting services e.g. maintenance of accurate financial records for the L-BWT and ensuring the efficient and effective processing of finance information; submitting monthly and quarterly reports within the stipulated deadlines; managing the payment processes and ensuring that the payments are in line with financial policies and procedures of ORASECOM; ensuring proper financial management and processes that will always lead to unqualified financial audit results; managing cash and bank transactions and completing account reconciliations for the Project; ensuring financial controls are in place and complied with and contribute to the improvement of financial policies and procedures; and (ii) provision of administration services e.g. ensuring that the office is, as necessary, equipped with services and functioning smoothly (utilities, Information Technology (IT), communications, stationery etc.); being the first point of contact locally; managing relations with the key service providers for travel, ticketing, visa, hotel bookings, conferencing, IT, Security and office cleaning; leading the process of identifying and contracting service providers; maintaining and developing efficient electronic and paper filing systems to support own work and that of the Project; and maintaining contact details and database of service providers, hotels, conference and travel agencies. The successful candidate will report to the Project Coordinator, at the PMO.



(i) At least a Bachelor’s Degree in Accountancy or Business Administration and any Other Relevant Field; (ii) At least 5 years’ experience with managing accounts for projects;

(iii) Demonstrate finance experience including the use of computerized accounts system and proven experience of working in finance environment; (iv) Demonstrate experience in arranging logistics and travel support; (v) Managing administrative and human resources functions independently; (vi) Records management; (vii Working as part of a multi-disciplinary team; and (viii) Prior experience in a similar role and familiarity with the Orange-Senqu River Basin will be an added advantage.





Ensure a timely, efficient, effective & robust communication, as well as appropriate management of information and knowledge being generated by the Lesotho-Botswana Water Transfer Project (L-BWT), through: - (i) leadership in Project’s communications and liaison with stakeholders e.g. being responsible for the overall day-to-day communications function of the project; having oversight and maintaining communications output standards and quality to adequately represent the project, ORASECOM and the riparian countries in terms of best international practice in all forms of digital and print media; (ii) media liaison e.g. ensuring day-to-day maintenance of regular communications including the web site and social media; ensuring project level interaction related to media resources with external media and communications consultants and agencies; preparing internal and external communications outputs; (iii) stakeholder Liaison e.g. mapping of stakeholders, interested and affected parties for all stages and project related activities; liaising with all project related consultants, contractors, international development partners and other parties; preparing regular news bulletins/sheets on the project, targeted at stakeholders and interested parties; and (iv) knowledge Management e.g. documentation of successes, challenges and lessons being learnt during the implementation of the project; and monitoring and evaluation of the knowledge sharing, including external benchmarking, with projects of the same nature and complexity. The successful candidate will report to the Project Coordinator, at the PMO.


(i) At least a Bachelor’s Degree in Journalism/Mass Communication, Business, Social Sciences and any Other Relevant Field; (ii) At least 7 years’ experience with an organisation’s operations and business tools addressing communication aspects; (iii) Work Experience in water resources management or natural resources management with focus on information systems; (iii) Knowledge of information management infrastructure; (iv) Communications: ability to explain complex concepts in layman’s language;

(v) Stakeholder Orientation: understands stakeholder needs and concerns, responds promptly and effectively; (vi) Ability of Working in a Team; (vii) Prior experience in a similar role and familiarity with the Orange-Senqu River Basin will be an added advantage.



A. Term: One-year contract, renewable based on performance and possibility of extension of the project (tentatively estimated to cover the period February 2021 to March 2022); B. Payment: A cost-to-the-company monthly remuneration will be negotiated with the successful candidate based on budget and experience; C. Duty Station: The position will be based at the PMO office, to be established in Maseru, Lesotho. The ORASECOM Secretariat will help with obtaining of a work permit for a successful candidate, if required. The successful candidate will therefore be required to reside in Maseru at his or her own cost; and D.
